VRH developed three components of the Terminal B Modernization Program for the Port Authority of NY & NJ at Newark Liberty International Airport.

Major elements of construction included conversion of the ground parking garage into a new baggage claim hall, development of domestic airline ticket counters and offices on the mid-level, a new international ticket office on the upper level, and installation of a new inline baggage system.
